Due to the full-scale invasion and martial law, some courts in Ukraine have lost the ability to administer justice on their territory. To ensure that citizens are not left without access to court, the Supreme Court has changed the territorial jurisdiction of such courts - cases have been transferred to courts in other cities and regions, where justice is administered without hindrance.
For a lawyer and a participant in the process, this has direct practical significance: a lawsuit, complaint, or other procedural document should be filed not with a court that is actually not working, but with one that has jurisdiction. An error in choosing a court leads to the return of documents and loss of time, and sometimes even procedural deadlines.
The data is based on the official consolidated table of the Supreme Court of Ukraine (as of 20.07.2026). The list includes courts whose territorial jurisdiction has been changed due to the impossibility of administering justice during martial law. For each court, it is indicated to which court the consideration of cases was transferred and whether its work has been resumed as of today.

What is a change of territorial jurisdiction during martial law, how to determine the correct court, and what a lawyer and a participant in the process should do.
This is the transfer of cases from a court that cannot administer justice (due to occupation, hostilities, or other circumstances of martial law) to another court in a safe region. The decision on this is made by the Supreme Court by a relevant order or decision of the High Council of Justice.
The jurisdiction of the courts of the front-line and temporarily occupied territories has been transferred mainly to the courts of the Dnipropetrovsk, Odessa, Poltava, Kharkiv, and Cherkasy regions, as well as to the courts of the city of Kyiv. The exact court for each case is indicated in the table of changes in jurisdiction above.
Due to the full-scale invasion, a number of courts have found themselves in occupied or frontline territories and are physically unable to operate. To ensure that citizens do not lose access to justice, cases from these courts are being transferred to those that are operating without hindrance.

The claim is not filed with a court that does not administer justice, but with a court to which its territorial jurisdiction has been transferred in accordance with an order of the Supreme Court. The court will return the documents without considering the merits, since the case is not within its jurisdiction. This leads to a loss of time, and in some cases, to missing procedural deadlines. Therefore, jurisdiction should be checked before filing a lawsuit or complaint.
Not always. For some territories, jurisdiction over civil, administrative, and commercial cases is transferred to one court, and criminal proceedings to another, by a separate order.
