Current list of changes in court jurisdiction for a lawyer
Current list of changes in court jurisdiction for a lawyer
Due to the full-scale invasion and martial law, some courts in Ukraine have lost the ability to administer justice on their territory. To ensure that citizens are not left without access to court, the Supreme Court has changed the territorial jurisdiction of such courts - cases have been transferred to courts in other cities and regions, where justice is administered without hindrance.
For a lawyer and a participant in the process, this has direct practical significance: a lawsuit, complaint, or other procedural document should be filed not with a court that is actually not working, but with one that has jurisdiction. An error in choosing a court leads to the return of documents and loss of time, and sometimes even procedural deadlines.
Current list of changes in court jurisdiction by region
The data is based on the official consolidated table of the Supreme Court of Ukraine (as of 20.07.2026). The list includes courts whose territorial jurisdiction has been changed due to the impossibility of administering justice during martial law. For each court, it is indicated to which court the consideration of cases was transferred and whether its work has been resumed as of today.

Practical examples: errors due to change of jurisdiction
Civil case: lawsuit filed with a court that is temporarily out of action
Situation: The plaintiff filed a claim for debt collection with the district court at the defendant's registered address in the Donetsk region without checking whether the territorial jurisdiction of this court had changed.
Problem:
- The court was not administering justice at the time the lawsuit was filed.
- The documents were returned to the plaintiff without consideration on the merits.
- Time was lost and the procedural deadline was partially missed.
Decision:
- The lawyer checked the current jurisdiction by order of the Supreme Court
- The lawsuit was re-filed to the court to which the cases were actually transferred.
- The court granted the motion to extend the procedural deadline.
Criminal proceedings: different jurisdiction for civil and criminal cases
Situation: The defense attorney filed a motion in criminal proceedings, focusing on the general list of transfer of jurisdiction of the courts of the Autonomous Republic of Crimea, which concerns civil and administrative cases.
Problem:
- Criminal proceedings of the courts of the Autonomous Republic of Crimea were transferred by a separate order to the courts of the city of Kyiv
- Civil, administrative and commercial cases - to the courts of the Odessa region
- The petition was filed in the wrong jurisdiction
Decision:
- The lawyer distinguished jurisdiction by type of proceedings, not just by territory
- The petition was filed with the Kyiv City Court in accordance with the current ordinance.
- The procedural protection of the participant in the proceedings was not affected.
Family dispute: court jurisdiction has already been restored, and the lawsuit was filed under the old scheme
Situation: The plaintiff filed a lawsuit to collect alimony with the court of the Dnipropetrovsk region, where cases from the Zhytomyr region were previously transferred, not taking into account that the jurisdiction of this court has already been restored.
Problem:
- The court to which cases were previously transferred no longer accepts this category of claims
- The lawsuit was returned due to lack of jurisdiction.
- Confusion arose due to outdated information from open sources
Decision:
- The lawyer checked the current status of the restoration of the court's jurisdiction
- The lawsuit was filed with the court at the place of registration in accordance with the restored jurisdiction.
- The case was accepted for consideration without additional procedural delays.

Paid remote consultationFrequently asked questions about changing jurisdiction
What is a change of territorial jurisdiction during martial law, how to determine the correct court, and what a lawyer and a participant in the process should do.
This is the transfer of cases from a court that cannot administer justice (due to occupation, hostilities, or other circumstances of martial law) to another court in a safe region. The decision on this is made by the Supreme Court by a relevant order or decision of the High Council of Justice.
The jurisdiction of the courts of the front-line and temporarily occupied territories has been transferred mainly to the courts of the Dnipropetrovsk, Odessa, Poltava, Kharkiv, and Cherkasy regions, as well as to the courts of the city of Kyiv. The exact court for each case is indicated in the table of changes in jurisdiction above.
Due to the full-scale invasion, a number of courts have found themselves in occupied or frontline territories and are physically unable to operate. To ensure that citizens do not lose access to justice, cases from these courts are being transferred to those that are operating without hindrance.
It is necessary to check the current list of changes in the jurisdiction of the Supreme Court - it is it that determines to which court the consideration of cases of a particular court is transferred. The table provided on this page is based on the official consolidated table as of 07/20/2026.
The claim is not filed with a court that does not administer justice, but with a court to which its territorial jurisdiction has been transferred in accordance with an order of the Supreme Court. This court is indicated in the statement of claim. The list of correspondences is given in the table above - find your court in the left column and submit documents to the court indicated next to it.
The court will return the documents without considering the merits, since the case is not within its jurisdiction. This leads to a loss of time, and in some cases, to missing procedural deadlines. Therefore, jurisdiction should be checked before filing a lawsuit or complaint.
Not always. For some territories, jurisdiction over civil, administrative, and commercial cases is transferred to one court, and criminal proceedings to another, by a separate order. For example, for the courts of the Autonomous Republic of Crimea, civil cases and criminal proceedings are transferred to different courts.
Yes. The lawyer will check the current jurisdiction of your case, take into account the latest Supreme Court orders and the possible resumption of court work, and also correctly prepare procedural documents to avoid their return due to an incorrectly assigned court.
In which courts are the old district names still in effect?
In which courts are the old district names still in effect?
The 2020 administrative-territorial reform merged hundreds of districts in Ukraine into much smaller, consolidated districts. It would be logical to expect that all courts would immediately receive new names in accordance with the new boundaries. In practice, this did not happen: some courts are still officially named after the old, “pre-reform” district, although the territory they serve has long since changed. We have already written, Why are the names of courts in Ukraine changing? In principle, in this material we will analyze in more detail why some courts still retain their old names and how this affects the processing of documents.
Why some courts still have old district names
The discrepancy between the administrative map and the names of the courts is not a mistake of a single court, but a consequence of the fact that the judicial reform and the administrative-territorial reform proceeded at different paces and according to different procedures.
Four reasons why the court name lags behind administrative reform
The judicial network is being reformed by a separate legislative mechanism, not automatically synchronized with the administrative map.
Different pace of the two reforms
The administrative-territorial reform changed the boundaries of districts with a single decision, while the reorganization of courts is taking place gradually, court by court, through separate legislative acts.
The court is a separate legal entity
Changing the boundaries of the district does not automatically change the status of the court: until a separate decision on renaming or reorganization is made, the court continues to operate under its historical name.
Courts in the combat zone and frontline areas
For courts located near a combat zone or in temporarily occupied territory, the issue of renaming is postponed - the priority is to ensure the operation of the court in principle.
Priority of inclusion in the reorganization plan
Small local courts that were not included in the first phase of the judicial network reform are operating under their previous names until their turn comes.
Categories of courts with the old district name
There is no single public list — but typical categories help you understand where you should check the name especially carefully.
| Court category | Why is the name still old? | What does this mean for the plaintiff? |
|---|---|---|
| Local courts of small communities | Not included in the priority plan for judicial reorganization after the administrative reform | The name in the lawsuit must correspond to the current name of the court, not the new name of the enlarged district. |
| Courts in frontline and temporarily occupied territories | Renaming postponed — priority given to ensuring the functioning of the court | It is worth additionally checking whether the functions of the court have been transferred to another, temporarily designated institution. |
| Courts awaiting merger | The decision on reorganization has been made, but the transition period has not yet ended. | It is possible for the old and new names to coexist in different official sources at the same time. |
| Courts in large cities with a historical district name | The historical name of a district in a metropolis does not always coincide with the formal administrative division. | The name of the court may remain unchanged even after the district boundaries on the city map are changed. |
Examples: how old district names still "live" in court names
Although there is no universal list, in large cities the changes occurred gradually. Below are the most illustrative examples of renaming city courts, where the old name was replaced with the current one.
| Old name of the court | New/current court name |
|---|---|
| Moskovsky District Court of Kharkiv | Saltivskyi District Court of Kharkiv |
| Suvorovsky District Court of Odessa | Peresypsky District Court of Odessa |
| Malinovsky District Court of Odessa | Hadzhibeyskyi District Court of Odessa |
| Leninsky District Court of Dnipro | Central District Court of Dnipro |
| Zhovtnevyi District Court of Dnipro | Soborny District Court of Dnipro |
Important: check for relevance
To avoid having your claim returned due to an inaccurate name, verify the current information before submitting documents.
Check on the portal "Judicial Authority of Ukraine" →How to check if your court still has the old district name
There is no universal public register of “which courts have not yet been renamed” — so the check always comes down to comparing several sources. We have already examined in detail, why data about the court in the EUITS may differ from the real one, and the same logic applies to titles: digital services are updated with a delay, so it's worth checking several sources at once.
- Official portal "Judicial Authority of Ukraine". The most up-to-date source of current court names and their territorial jurisdiction.
- The latest court decisions in the Unified State Register of Court Decisions. They show the name under which the court appears in the newly adopted documents.
- Call the court office. The quickest way to clarify the current name if sources on the Internet contradict each other.
- Consultation with a lawyer who works in this region. A practicing specialist is usually aware of such nuances even before official clarifications appear.
If the name of the court has not changed, but the territory it serves raises doubts, it is no longer a question of name, but of jurisdiction. We are conducting a separate current list of changes in court jurisdiction, which collects recent legislative changes regarding which court now hears cases in a particular territory.
An error in the name of the court has the same consequences that we wrote about in the article about preparation of documents for a lawyer: an inaccuracy in a procedural document means the return of the claim and loss of time. Therefore, checking the name of the court is as much a mandatory preparation step as collecting evidence or calculating the court fee.
The discrepancy between the administrative map and the names of the courts is unlikely to disappear anytime soon - the reform of the court network is ongoing gradually. Until this process is completed, the only reliable way to avoid errors is to check the current name of the court immediately before each submission of documents, rather than relying on memory or an old folder with templates.

Why do some courts still have the old name of the district and how to check this before submitting documents?
The administrative-territorial reform changed the boundaries of districts with a single decision, while the reorganization of courts is taking place gradually, through separate legislative acts. Therefore, a court may retain its old name for years, even if the territory it serves has already changed.
No. A court is a separate legal entity, and changing the administrative boundaries of a district does not automatically rename it. The old name remains in effect until a separate decision is made to rename or reorganize a specific court.
Most often, these are small local courts that did not fall into the first round of judicial reorganization, courts in frontline and temporarily occupied territories, as well as courts awaiting the completion of the unification procedure.
The most reliable way is to check several sources at once: the official portal "Judicial Authority of Ukraine", the latest court decisions in the Unified State Register of Court Decisions, and, if necessary, a phone call to the court office.
No, there is no public list of "which courts have not yet been renamed." The check always comes down to checking current sources immediately before submitting documents, and not to searching for a ready-made list.
An inaccuracy in the name of the court in a procedural document can lead to the return of the claim and loss of time - just like any other error in the preparation of documents for the court.
How a lawyer explains the new and old names of Ukrainian courts
How a lawyer explains the new and old names of Ukrainian courts
A client who last went to court several years ago is often genuinely surprised: the court with the name he remembers no longer exists. Not because the case was transferred to another city, but because the court itself was renamed, merged with another, or its territorial jurisdiction changed. For a person who encounters this once in a lifetime, such confusion seems strange. For a lawyer, it is a routine part of his job to check the current name of the court before it is included in the statement of claim.
Why did the names of courts in Ukraine change?
Changing the names of courts is not an isolated incident, but the result of several successive processes that took place at different times and for different reasons.
Four reasons why the court's name could have changed
Each reason is associated with a separate stage of reforming the judicial system or administrative division.
Judicial reform and consolidation
Some of the small district courts were merged into one — with a new territorial jurisdiction and a new name that reflects the wider service area.
Decommunization and renaming of settlements
If the name of the city or district in which the court is located changes, the official name of the court itself changes accordingly.
Reform of the administrative-territorial system
The unification of districts in 2020 changed the jurisdictional boundaries of many courts — the old district boundaries no longer correspond to the new jurisdictional map.
Temporary lack of access to the territory
For courts that are physically unable to administer justice in their territory, the legislation designates another court that temporarily performs their functions — under a changed or additional name.
Typical examples of how the name of a court changes
The specific name always depends on the region — below are typical patterns of change to keep in mind.
| Change type | What does this look like in practice? | What to check before filing a claim |
|---|---|---|
| Merging several district courts into one | Two or three neighboring district courts cease to exist separately, and their functions are transferred to a newly created court with broader jurisdiction. | Does the party's address fall within an area now served by another court? |
| Renaming due to change of name of settlement | The old name of the city or town in the name of the court is replaced by a new one, legally established. | Use the official name of the court as of the filing date, not the one listed in old documents |
| Change in jurisdictional boundaries after district merger | The territory served by the court expands or contracts according to the new administrative division | Is the case subject to the jurisdiction of this particular court under the new, and not the old, territorial map? |
| Temporary performance of functions by another court | The functions of a court that is temporarily unable to administer justice shall be transferred to another court determined by law. | The current list of such function definitions is reviewed and updated by individual decisions. |
Why the exact name of the court is critical for a claim
A statement of claim is a procedural document with clear requirements for details, and the name of the court to which the claim is filed is among them. The error here is not always a technical detail:
- The lawsuit may be dismissed. If the name of the court is indicated incorrectly or does not correspond to the current jurisdiction, the court returns the statement of claim or leaves it without motion until the deficiencies are eliminated.
- Time is lost for corrections. Each return of a document means a new cycle of preparation, which is especially critical when the procedural deadline approaches.
- Possible confusion with court correspondence. If the court name is outdated, notices and summonses may arrive with a delay due to transfers between institutions.
How to check the current name and jurisdiction of the court
Before submitting documents, it is worth checking not only the name of the court, but also whether it will consider a specific case.
- Official portal "Judicial Authority of Ukraine". An up-to-date list of courts with current names and jurisdictional territories is maintained here.
- Unified State Register of Court Decisions. Allows you to check under what name the court appears in recently issued decisions.
- Call the court office. The quickest way to find out whether this court accepts claims is at the defendant's address or at the place where the dispute arose.
- Consultation with a lawyer who regularly works in this region. A practitioner is usually aware of recent changes before they are widely reported.
Confusion with old and new court names is a typical situation for a client who does not go to court often. The lawyer undertakes this check precisely because the cost of an error in the court name is not a formality, but the time lost in resubmitting documents.

Paid remote consultationFrequently asked questions about old and new court names
Why are the names of courts in Ukraine changing and how to check the current name before submitting documents.
Most often, the reason is judicial reform, the unification of districts, or the renaming of a settlement - a court could change its name even if it physically remained in the same location.
The court may leave the statement of claim without action or return it to eliminate deficiencies, which is additional time for resubmitting documents.
The most reliable source is the official portal "Judicial Authority of Ukraine", which maintains a list of courts with current names and territories of jurisdiction.
Not always - the name could change without changing the service area, but after merging districts or courts, the boundaries of jurisdiction should also be checked separately.
No, the changes primarily affected the courts that were merged as part of the reform, or those located in settlements with a changed name — the rest continue to operate under the previous name.
It is worth contacting the portal "Judicial Authority of Ukraine" or calling the court office at the previous address - they will tell you which court the territory now belongs to.
